Atkins: The state already done many things, such as freezing the unemployment insurance rate and streamlining permitting. Legislators decide to take the bottle bill amendment out of the jobs act.
The bottle bill will not make it to the governor's desk this year. The controversial proposal was included as an amendment to the Senate jobs bill but scrapped Monday in conference committee, according to an aide to its sponsor, Sen. Robert Hedlund (R-Weymouth). The jobs bill is expected to be laid before Gov. Deval Patrick Tuesday, the last day of the legislative session. The amendment had faced strong opposition in the House, with Speaker Robert DeLeo describing it as a tax. Hedlund disputed this view, saying that taxes can't be redeemed. The expansion to the 31-year-old law designed to promote recycling and reduce litter would have added plastic bottles used for water, juices, iced tea and sports drinks to the list of containers …

The governor on Saturday sent 'Melissa's Bill' back to the Legislature.
Gov. Deval Patrick set in motion a wave of criticism when he proposed an amendment to the "three strikes"/Melissa's Bill on the grounds it lacked sufficient provisions for judicial discretion. Warning of possible unintended "unjust consequences" that can arise from mandatory sentencing laws, Patrick wrote in a letter to the Legislature, "None of us is wise or prescient enough to foresee each and every circumstance in which the new habitual offender provisions may apply." On Monday afternoon, the House rejected Patrick's amendment by a vote of 132-23, according to The Boston Globe. Bottle deposits are a tremendously effective tool, and not because it increases recycling. When I grew up in NH, without bottle deposits, soda bottles and beer cans littered the roadways. Looking around Acton, one sees almost no deposit eligible containers as litter, and those that do get dumped, quickly disappear when some enterprising individual picks them up for the deposit.
